Program staff is qualified for the position held. Each program operating two or more sites or family child care homes has a qualified program director. Each program with more than one site has a qualified site supervisor at each site. Each site has qualified teachers.

Program Director
With respect to programs operated through family childcare home education network, program directors must ensure that quality services are provided in the family childcare homes.
Each program operating a family child care home network must have a qualified program director.
Permit issued by the Commission on Teacher Credentialing (CTC) authorizing supervision of a child care & development program operating in multiple sites. This can be either:
Child Development Program Director Permit
Children's Center Supervision Permit
OR CTC Credential authorizing teaching service in elementary school or single subject credential in home economics, & 6 units in administration/supervision of ECE/CD, & 12 units of ECE/CD or at least 2 years’ experience in an ECE/CD program
OR Administrative Services Credential authorizing administration or supervision in public schools in California that includes a preschool authorization
Program Director Waivers
The Superintendent of Public Instruction, also known as SPI may waive the qualifications for a program director upon special conditions that demonstrate the existence of compelling need.
Program Director Conditions:
The applicant is making satisfactory progress toward securing the appropriate permit issued by the Commission on Teacher Credentialing, or
The place of employment is so remote from institutions offering the necessary coursework as to make continuing education impracticable & the contractor has made a diligent search but has been unable to hire a more qualified applicant
What this might look like in a program:
Contractors complete Form EED-7701A Site Supervisor or Program Director Staffing Qualifications Waiver Request & submit to the department for approval.
Child Development Training Consortium
Provides services, training, technical assistance & resources to students & professionals working with children.
The consortium helps individuals understand how to apply for a permit, permit stipends & connect with a professional growth advisor.
California Teacher Credentialing
Apply for a permit on the California Commission on Teacher Credentialing website.
Search &/or obtain a copy of an educator's current credential, certificate, &/or permits permits on the Commission on Teacher Credentialing website.
Record Keeping
Contractors must have a current classroom personnel roster by position held & copies of current permits, credentials, or certificates for each program director, or a waiver, as appropriate.
Copies of current permits, credentials, temporary certificates, or department approved program director waivers must be on file.
What this might look like in a program:
Program Administrator reconciles the information on the current personnel roster against the ctc.ca.gov site data to ensure records are up to date.
Have a system in place to check in with staff 1 year prior such as during their annual evaluation as it may takes 2 to 3 months to renew.

After reviewing the video lesson & sketch pad notes, it’s time to check for understanding by completing a Knowledge Check. Note that Individual Knowledge Checks will conclude with a Certificate.
