Requirement
In California, only licensed homes may participate in a Family Child Care Home Education Network (FCCHEN). Providers must hold an active family child care home license and must meet specific participation requirements beyond the licensing requirements.

Provider Records
Contractors providing services through FCCHEN providers must maintain the following records concerning licensed service providers:
Required provider records include:
Copy of the facility license that shows the authorized capacity of the facility
Name, address and telephone number of the service provider
Statement of service provider’s current fees with information regarding the provider’s usual & customary services provided for those fees
Age group(s) served by the provider
Document that contains the rate & schedule of payment for approved services that is signed by both the service provider & the contractor
Statement signed by the provider that the childcare & development services being provided do not include religious instruction or worship
Declaration by the provider that the parents have unlimited access to their children & providers caring for their children during normal hours of provider operation & whenever the children are in the care of the provider
Quality Components
There are quality components that FCCHEN providers who choose to participate in this program must follow.
Environment
Provider environments are required to be reviewed using the Family Child Care Home Environment Rating Scale-Revised Edition (FCCERS-R).
In order to participate, a FCCHEN provider must achieve AND maintain an overall rating of “5” on each subscale of the FCCERS.
Education
Providers must implement an education component in their program.
Includes working closely with the FCCHEN contractor to conduct a Desired Results Developmental Profile (DRDP) for each FCCHEN child.
DRDP is conducted at the provider’s home at the time of enrollment & then at intervals of 6 months.
DRDP data is used to plan & conduct age & developmentally appropriate activities at the child, provider’s home & program level.
Nutrition
Providers must serve meals & snacks that are culturally & developmentally appropriate for the children being served.
Meals must meet the nutritional requirements specified by the federal Child and Adult Care Food Program.
What Provider Participation Looks Like
Below is a sample process of what provider participation might look like in a FCCHEN program.
STEP 1: Apply. Submit a Provider Interest Form to our program office
STEP 2: Selection. As openings occur, providers are contacted based on Location and Interest Form Date. A Program Coach will send or deliver a Provider Application Packet for the provider to review, complete & submit
STEP 3: Review. Program Coach will conduct a provider home visit and review provider packet. An Assessor will complete a FCCERS.
STEP 4: Notification. Notification is issued within 30 days to either approve or deny provider’s request to participate in the Family Child Care Home Education Network
